Canada has announced five intertie names as part of its national electricity strategy. Ottawa is no longer just talking about clean energy, energy security, national development, and doubling the capacity of the electricity grid. The federal government has begun to determine the provincial borders through which new electricity infrastructure can pass: British Columbia-Yukon, Alberta-British Columbia, Alberta-Saskatchewan, Saskatchewan-Manitoba, and Prince Edward Island-New Brunswick.
This represents progress. The five named interties are more useful than a national strategy consisting only of hopes. However, they still do not form a national network. The relevant stake is not the number of lines specified in the announcement, but the amount of power each project can carry, the expected frequency of electricity flow, what generation it will replace, what reliability constraint it will solve, who will pay, who will own it, how Indigenous governments will participate, and the expected time of its commissioning.
Canada has long treated fossil fuel infrastructure as a national economic concern, while largely leaving electricity within provincial borders. Pipelines, rail corridors, export terminals, and ports have been discussed as national development assets. Transmission, as a platform for industrial development, mining, data centers, transportation, building heating, and home affordability, has been treated as a matter of public service.
Electrification is reversing this hierarchy. Long-distance energy transport is increasingly about carrying electrons instead of molecules. This is the logic behind the “HVDC new pipeline” argument, although not every new intertie needs to use high-voltage direct current. Technology choice depends on distance, capacity, network synchronization, terrain, and connected systems. The bigger point is that wires are becoming strategic energy infrastructure.
Canada’s first transcontinental railway was symbolically completed with a golden spike. The electricity equivalent will not be a heroic line from Victoria to St. John’s. It will be a series of connected corridors, transformer stations, network improvement technologies, storage, and market agreements that will form the beginning of the intertie series.
The first five connections are important because they begin to turn the national network idea into a build order. For the same reasons, they are not equally valuable. The Saskatchewan-Manitoba connection is likely the most strategic of the five interties. Manitoba has flexible hydroelectric generation. Saskatchewan has a fossil fuel-heavy grid and significant wind and solar potential. A stronger connection could allow hydroelectricity to balance variable renewable generation, carry surplus clean energy at value, and reduce the amount of reserve capacity each province must maintain on its own. The value of the asset will come not from the existence of the transmission line but from the changing system operation.
The Alberta connections address a different problem. Alberta has increasing loads, strong renewable sources, a competitive electricity market, and a natural gas-dependent grid. Stronger ties with British Columbia and Saskatchewan could expand clean import and export options, improve balancing, and reduce the province’s isolation during stressful periods. However, they will not automatically decarbonize Alberta. Market rules, generation investments, transmission tariffs, and operating agreements will determine whether the new capacity replaces fossil generation or merely creates another trading option.
